The 4th Executive Committee Meeting of this Association for the term 2007-2008 will be held as per details given below:

Date : 27th February, 2008 (Wednesday)
Time : 5.00 P.M.
Venue : JSIA Hall, Udyog Bhawan, Kokar, Ranchi.

Members are requested to make it convenient to attend the meeting positively on time to transact the Agenda. Due to some emergent matters to be taken up urgently by our Association, this meeting has been called on such a short notice. We sincerely regret inconvenience caused to you in this regard.

(II) - SECRETARY REPORTS :

Dear Friends/Members,

After the 3rd E.C. Meeting the following meetings were held, details of which are under.

1. 09-01-2008 : A meeting with the Chief Engineer (Commerce & Revenue) and the member distribution of Jharkhand State Electricity Board was held on 09-01-2008 at Kusai Colony, Doranda in their office in which it was assured by them to provide fully dedicated power feeders to industrial areas. It was also ensured to provide dedicated power feeder for Tupudana, Namkum and Kokar Industrial Area. Further a separate line of 11 KVA dedicated feeder will also be provided from Tatisilwai Sub Station to Ara Gate Mahilong, Ranchi.

2. 22-01-2008 : The State Level Apex Committee Meeting was held under the Chairmanship of Secretary Industries Sri K.K. Khandelwal on rehabilitation of the sick & closed SSI units in the state of Jharkhand. The meeting was attended by Sri Ranjit Kr. Tibrewal – Past President of JSIA. In the meeting it was unanimously decided that evaluation and scrutiny of all the claim proposals should be maid by the Jharkhand Small Industries Association, Ranchi before placement to the committee.

3. 24-01-2008 : A meeting with the Commissioner – Commercial Taxes, Govt. of Jharkhand was held on 24-01-2008 at Project Bhawan, Dhurwa, Ranchi where in the various problems of Commercial Taxes were discussed as under
i) Simplification of Form no. 403, 404, 200 etc.
ii) Provision of one time registration by an unit.
iii) Extension of time for filing revised return and self assessment.
iv) O.T.S. Scheme for old dues.
v) Other clarifications regarding input tax credit etc.

4. 25-01-2008 : A meeting was held with the Superintending Engineer Sri A.N. Singh of Jharkhand State Electricity Board on 25-01-2008 regarding electric power supply to the industrial units. Sri Singh has assured for the uninterrupted power supply to the industrial units through dedicated power feeders.

5. 28-01-2008 : The 7th Empowered Committee on Micro, Small and Medium Enterprises (MSME) was held on 28th January Monday, at RBI , Ranchi at 2 P.M. The various issues of SMEs like flow of credit to SMEs, new reporting format for credit flow, credit rating of SMEs and sickness of SMEs and its rehabilitation etc. were discussed in the meeting. The meeting was attended by Sri H.P. Biyani & Mr. Philip Mathew.

6. 03-02-2008 : A meeting with the Executive Engineer Electric Supply – Kokar was held on 03-02-2008 regarding the problem of Lakhotia Plastic of Industrial Area, Kokar. The meeting was attended by Sri Arun Kr. Chhawchharia & Sri Bikash Kr. Singh.

7. 06-02-2008 : Again on 06-02-2008 a meeting was organized with the Chairman of JSEB regarding the disconnection of power supply to the Lakhotia Plastic unit. The meeting was attended by Sri Arun Kr. Chhawchharia, Sri Arun Kr. Khemka, Sri Bikash Kr. Singh, Sri Surender Singh & Sri R.N. Gupta.

8. 12-02-2008 : The State Level Advisory Board for Micro & Small Enterprises meeting was held on 12-02-2008 under the Chairmanship of Secretary Industries Sri K.K. Khandelwal at MSME office. Some suggestive points were submitted to the Chariman & Members present in the meeting by Sri Sharad Poddar Secretary of JSIA.

9. 14-02-2008 : A meeting on “Awareness Programme on Micro & Small Enterprises Cluster Development” was held at FJCCI hall Main Road, Ranchi on 14-02-2008 from 10 A.M. to 5.P.M., where in salient features of Cluster Development Programme, Cluster Financing and Business Development etc. were discussed. The meeting was attended by Sri Sharad Poddar & Sri R.N. Sharma.

10. 14-02-2008 : A meeting with the Chairman of Jharkhand State Electricity Board was held 14-02-2008 regarding disconnection of Power Supply to Lakhotia Plastics Kokar, Ranchi. Sri Arun Chhawchharia & Sri Ajay Bhandari participated in the meeting.

11. 25-02-2008 : RAC meeting was held on 25-02-2008 at Commissioner, Central Excise & Service Tax office , 5 Main Road, Ranchi on 25.02.2008 which was attended by Sri Arun Kr. Chhawchharia – President, Sri Bikash Kr. Singh, Sri Arun Kr. Khemka, & Sri Philip Mathew.

(III) - MINUTES OF THE 3ND EXECUTIVE COMMITTEE MEETING HELD ON 06.01.08 (SUNDAY) AT THE FARM HOUSE OF SRI ARUN KHEMKA, NAGRI, RANCHI. :

1. An E.C. meeting of JSIA was held on 06.01.08 at 10.00 A.M. at the Farm House of Sri Arun Khemka, Nagri, Ranchi, in which 43 members were present.
2. The President Mr. Arun Kr. Chhawchharia welcomed the members present.
3. Secretary’s Report was read by Mr. Sharad Poddar & Minutes of the 2nd Executive Committee Meeting was unanimously confirmed by the house.
4. The Income & Expenditure Statement for the month of Nov. & Dec.’ 2007 was placed by the Treasurer Mr. Deepak Maroo before the house which was unanimously confirmed.
5. The name of new member of the Association during the period after 2nd E.C. Meeting was placed by Mr. Sharad Poddar, Hony. Secretary, which was approved by the house. The name of the new member is M/s C.K. Industries, Matakuria, Katras Road, Dhanbad.
6. Resignation letter of M/S MVS Wires unit was also accepted by the house as the unit has already stopped its operation/closed.
7. ELECTRICITY: During the course of meeting with the New Chairman of JSEB our president Sri Arun Kr. Chhawchharia has informed him and discussed the problems of Electricity Power Supply to the Industrial units in the state. In the present crisis of Electricity Supply situation, it was suggested to make scheduled power cut at this juncture till the power supply comes in it’s normal position i.e. if the regular electric supply can be made from 6 A.M. to 6 P.M. than we are ready to reduce our load in peak hours from 6 P.M. to 10. P.M., provided for the rest 20 hours of the day uninterrupted power supply should be ensured.
The Chairman has assured us to provided dedicated power feeder for Tupudana, Namkum & Kokar Industrial Area & also ensured that a separate line of 11 KVA dedicated feeder will also be provided from Tatisilwai Sub Station to Ara Gate, Mahilong, Ranchi.
Chairman is of the convinced view that PTPS should be operated by a body other than JSEB and steps shall be taken for that.
We have requested the Chairman that a second license should be given to some body else for supply of electricity power to the Industrial units.
8. It was decided in the meeting that a Memorandum should be prepared for improvement of power position in the state and meet with the important politicians/bureaucrats/citizens. We should make awareness in the public, how the improvement in the electricity supply can be made.
9. OWNERSHIP RIGHT OF LAND IN INDUSTRIAL AREA: It was unanimously decided in the E.C. Meeting that we should put our strong voice to the Chairman, Secretary of Industries Department & the Chairman of RIADA that Ownership right of Land in developed Industrial Area should vest to the established Industrial units as per policy prevailing in the other states of Hariyana, Jammu & Kashmir, New Delhi, Noida (U.P.), Karnataka & in the state of Orissa the process is going on in this regard.
10. VAT (Value Added Tax) : We should try our best for simplification of Vat Act & Rules.
11. Sri Mahesh Poddar, Past President of our Association suggested that an awareness/ educating/ motivational programme should be organized once in a month and a suitable speaker should be invited for this purpose.
